The UN Security Council has granted travel exemption to Amir Khan Muttaqi, Taliban’s Foreign Minister, to visit India from October 9-16, 2025.
This decision was made under Resolution 1988 framework for diplomatic activities and international dialogue purposes.
Previously, the Security Council had issued similar exemptions for other Taliban officials. In August 2025, Abdul Salam Hanafi traveled to Qatar for medical treatment, and in July 2025, Khairullah Khairkhwa received urgent medical treatment in Moscow.
These actions represent the international community’s limited approach to engaging with the Taliban group.
Travel exemptions are carefully considered due to political and security sensitivities related to Afghan administration, involving extensive reviews before approval.
