Stephanie Loose, the head of the UN Habitat program, stated that the widespread exclusion of Afghan women and girls from education, work, and public decision-making remains a severe and ongoing concern. She made these remarks on the sidelines of the thirteenth World Urban Forum.

Loose emphasized that eliminating women from decision-making processes leads to their actual needs being ignored in urban policy and planning. According to her, a proper understanding of women's conditions is only possible when their voices are directly heard and included.

The UN Habitat chief also noted that women's participation in urban planning is essential for creating safer and more efficient cities. She stressed that the economic empowerment of women plays a vital role in strengthening their position in families and society.
