Taliban local officials in Samangan province report that a woman has been killed by her husband in the Hazrat-e Sultan district. Heshmatullah Rahmani, the spokesperson for the Taliban's security command in Samangan, said on Sunday, November 1, that the incident occurred in the afternoon.
According to Rahmani, the woman died after being struck on the head with a piece of wood. He confirmed that her husband has been arrested on suspicion of murder and is currently under investigation.
The spokesperson cited "family problems" as the motive for the killing and added that a more thorough investigation is underway to uncover all aspects of the case.
Domestic violence, which constitutes a major part of the violence against women in Afghanistan, appears to have increased since the Taliban returned to power in August 2021. Women's rights activists have repeatedly expressed grave concerns over the situation.
After taking control, the Taliban government dismantled institutions that supported women, including shelters for victims of violence. This move has severely limited women's access to justice and protection.
Furthermore, some regulations issued by the Taliban seem to permit a certain level of violence against women. For instance, in the Taliban courts' penal code, domestic violence is only criminalized if it results in oken bones or visible, severe injuries.
The process for women to separate from an abusive relationship has also become more difficult under a new law governing divorce, leaving women more vulnerable to violence.
