The Taliban’s Ministry of Industry and Trade said in a statement that the Russian ambassador to Kabul, Dmitri Zhirnov, was also present at the meeting and discussed the trade routes between the two countries, customs tariffs, Russian investment in Afghanistan, and the re-establishment of the Joint Economic Commission. .

So far, no country in the world, including Russia, has recognized the Taliban government, but Russia is one of the few countries that has accepted Taliban diplomats.
