Zamir Kabulov, Russia’s special envoy for Afghanistan, has stated that Moscow currently lacks an effective mechanism to recruit Afghan workers.

Speaking to RIA Novosti, Kabulov highlighted that security risks are a major hurdle, specifically fearing the potential infiltration of radical elements among the workforce.


This statement comes shortly after the Taliban’s Ministry of Labor announced plans to send Afghan laborers to Russia to alleviate unemployment.

However, the Russian envoy’s comments suggest a cautious approach, prioritizing national security over labor market needs at this stage.
The hesitation from Moscow indicates that despite ongoing diplomatic engagement, practical economic cooperation like labor migration faces significant scrutiny.

It appears that any large-scale recruitment of Afghans by Russia will remain on hold until strict security vetting processes are established.
