Zamir Kabulov, the Russian special envoy for Afghanistan, stated that the Taliban government seeks full membership in the Shanghai Cooperation Organization. However, the process remains stalled due to strong opposition from one of the member states.

Although the Russian official did not explicitly name the opposing country, political analysts widely believe that Pakistan is the main obstacle. Recent border clashes and security disputes have severely strained relations between the Taliban government and Islamabad.

Afghanistan originally joined the SCO as an observer state in two thousand twelve. Experts emphasize that until regional conflicts are resolved and the Taliban government receives official recognition, achieving full membership will be impossible for Afghanistan.
