The original plan involved ten aircraft and targets such as US nuclear facilities.Khalid Sheikh Mohammed, the chief architect of the attacks, was not an Al-Qaeda member at the time. In 1994, he collaborated with Ramzi Yousef in the Philippines on a plan known as Bojinka due to lower detection risks.Ramzi Yousef had previously carried out the 1993 World Trade Center bombing.
