After a 52-day absence from his Kabul office, Sirajuddin Haqqani was seen in a video praying at a mosque in Nader Shah Kot district of Khost province. Meanwhile, a crucial security meeting in Kandahar proceeded without him, led by Mullah Yaqoob, the Taliban’s Defense Minister.

Over the past two months, Taliban leader Hibatullah Akhundzada has implemented several significant changes during Haqqani’s absence. Among these appointments was Samiullah Hizbullah, who was installed as the new governor of Takhar on February 25, 2024, after previously serving as Kandahar’s police chief.

The changes in northern provinces continued with Mullah Nik Mohammad Malang’s appointment as Badakhshan’s police commander. These shifts come as Obaidullah Aminzada, the former Takhar governor from Badakhshi Taliban, has apparently been sidelined.
