Nasir Ahmad Andisha, Afghanistan’s ambassador to Geneva, criticized the United Nations’ “Mosaic” plan for Afghanistan during the 4th Antalya Diplomacy Forum held from May 11-13, 2025.
Andisha stated that this plan downplays the role of women, civil forces, and Taliban opponents while portraying the Taliban as the primary stakeholders .
With an extensive diplomatic background and a PhD from the Australian National University, Andisha explained that the UN has referred to non-Taliban forces merely as “other Afghan stakeholders.” He emphasized that these “other stakeholders” actually comprise the Afghan people, women’s rights defenders, civil society, and human rights groups .
While the Taliban has maintained control over Afghanistan since August 2021, other groups including women, youth, and former political leaders continue to play significant roles in the country’s political landscape. The Antalya Diplomacy Forum, which hosted over 6,000 guests from 155 countries, provided a platform for voicing these concerns about Afghanistan’s representation in international planning .
