On Tuesday, June 17, 2025, the Taliban’s Supreme Court announced in a statement that they have publicly flogged a woman and a man in Sultan Hazrat district of Samangan province.

According to the statement, these individuals were each punished with 39 lashes on charges of “extramarital relationship and running away from home.”
This action comes at a time when the Taliban’s field trials have once again increased in recent days. According to published reports, on the same day, the Taliban also flogged seven people in Kabul province on charges of “selling and trafficking drugs and alcoholic beverages.”
The Taliban’s field trials and physical punishments have always faced domestic and international reactions.

Previously, Richard Bennett, the UN Special Rapporteur on Human Rights in Afghanistan, had said that the implementation of public punishments by the Taliban has increased significantly this year and should be stopped.
