Ursula Nemat, prosecutor of the People’s Court for Afghan Women in Madrid, announced the names of ten senior Taliban leaders including Hibatullah Akhundzada, Sirajuddin Haqqani, Mullah Mohammad Yaqoob, and Abdul Ghani Baradar as the main accused.

She emphasized that all power is concentrated in the hands of the Taliban’s supreme leader and his small inner circle, describing this type of governance as highly centralized and unaccountable.

Nemat added that since the Taliban’s return to power in August 2021, the group’s leadership has been controlled by a small circle of influential individuals.

The prosecutor also noted that the Taliban’s governance system is very closed, and over the past four years, none of the external leaders have been able to challenge the core leadership.

These accusations come as the International Criminal Court’s chief prosecutor has also recently made a formal request for an arrest warrant against Hibatullah Akhundzada.
