Hibatullah Akhundzada, the leader of the Taliban, has appointed 15 officials, including governors and security commanders, to new positions in a recent decree.

In these changes, the former governors of Jawzjan and Bamyan, Gul Haider Shafaq and Abdullah Sarhadi, have swapped their posts.


The reshuffle also includes new appointments in Sar-e Pol, Laghman, Nangarhar, and Kandahar provinces, involving new police chiefs and deputy governors.

Experts note that over the past four years, the Taliban leader has primarily rotated his loyalists between positions rather than introducing new figures.


The Middle East Institute reports that the Taliban’s cabinet structure remains mono-ethnic, with no role for women.

The Taliban are also reportedly attempting to fill lower-ranking government civil service posts with their own affiliates, replacing employees from the republic era.
