Globally, the report highlights that ISIS operates through decentralized networks and regional branches. In Africa, the Islamic State West Africa Province (ISWAP) remains the most active branch, while in Syria, the group still commands around 3,000 fighters.
The report also warns that ISIS is increasingly using artificial intelligence, drones, and cryptocurrency for attack planning and recruitment — posing new challenges to international counterterrorism efforts.
