Shahabuddin Delawar, head of the Taliban's Commission for Contact with Afghan Personalities, claimed that nearly 1,388 former republic officials have returned to Afghanistan over the past five years. He said there are no obstacles for former officials to return and live in Afghanistan.
However, these claims contradict existing realities. Previously, some former officials who returned faced security crackdowns and left the country again. Some former military personnel were killed after returning, and several officials reported that their personal properties were seized by the Taliban.
Delawar said there are no restrictions on political activities of former officials, but simultaneously conditions that activities must be "within an Islamic framework and not against the system." The United Nations has confirmed that detention, torture, and killing of former military personnel continues.
