Manzoor Pashteen, the leader of the Pashtun Protection Movement (PTM), has accused the Pakistani military and its intelligence agencies of creating, funding, and training militant groups. He made the allegations during a speech at The Hague Dialogue conference.

During his address, Pashteen stated that military operations, targeted killings, enforced disappearances, and displacement continue unabated in the Khyber Pakhtunkhwa province. He claimed that under the pretext of counter-terrorism operations, local residents are being driven from their homes to allow for the seizure of control over resource-rich areas.

The PTM leader called on the international community, United Nations human rights bodies, the International Criminal Court, and the European Union to launch an urgent investigation into the situation in Pashtun-majority regions. He stressed that the situation requires immediate international attention.

As Pashteen delivered his speech, Pakistani representatives Asif Durrani and Muhammad Junaid walked out of the conference in protest against his remarks. The walkout highlights the deep tensions between Pashtun rights activists and the Pakistani state.

The Pashtun Protection Movement is a civil rights movement campaigning for the rights and security of the Pashtun people in Pakistan. The movement has repeatedly accused the Pakistani military of widespread human rights abuses in Pashtun areas, accusations that Islamabad consistently denies.
