Afghanistan's national power utility, Da Afghanistan eshna Sherkat (DABS), has announced the signing of an agreement with a Tajik company to supply electricity to the border areas of Badakhshan province. The contract was finalized with Pamir Energy in Dushanbe, the capital of Tajikistan.

DABS, which operates under Taliban control, stated in a press release on Saturday, October 3, that the agreement was signed by Abdulhaq Hamkar, the Taliban-appointed head of DABS, and Amirkhan Rahim, the head of Pamir Energy. The company added that discussions were also held to extend the contract for the 110 kV transmission line to Badakhshan's provincial center.

According to the press release, Pamir Energy has committed to reviewing other proposals from DABS regarding power supply and contract extensions. The Taliban have described the signing of this new agreement as a significant step towards expanding bilateral cooperation and securing the country's electricity supply.

Afghanistan is heavily reliant on energy imports, with approximately 75 percent of its required electricity coming from neighboring countries, particularly from Central Asia.

On September 30, DABS had requested that Tajikistan increase its electricity exports to Afghanistan. The request was made during a meeting between the head of DABS and Muhammad-Umar Asozoda, the head of Tajikistan's national power company.

According to reports, Tajikistan exported about 702 million kilowatt-hours of electricity to Afghanistan in the first six months of 2026, making Afghanistan its largest electricity buyer.
