Following his previous statements, Sergey Lavrov has once again called for the creation of an inclusive government in Afghanistan. He said that Moscow does not recognize the Taliban group due to the violation of obligations towards human rights, especially women’s rights, and the formation of an inclusive government. The Russian foreign minister said in a press conference at the UN headquarters that the Taliban regime consists of “all Taliban” and does not include other ethnic and religious groups such as Hazaras, Tajiks and Uzbeks.Lavrov added that in the Taliban regime, it is not only an issue of ethnic inclusion, but also political and religious inclusion. Of course, not long ago, when presenting the achievements of Russia’s foreign policy in 2023, Lavrov also said that Afghanistan’s political landscape cannot be determined without the presence of the Afghan National Resistance Front and an inclusive government must be established. After him, Zamir Kabulov, Russia’s special representative for Afghanistan, announced that they are going to hold a joint meeting with the countries of Iran, China and Pakistan on how to create an inclusive government in Afghanistan. In the past two years, the creation of an inclusive government has been an important demand of the world, but the Taliban group has not been able to achieve this national and international demand.
