The World Council of Panjshiris has reported in a new statement that 21,000 Taliban fighters are stationed in 700 bases across Panjshir province. According to the report, during the first two months of 2025, Taliban actions to harass residents have increased, with a nightly curfew enforced from 8 PM to 6 AM that prohibits even emergency medical cases from leaving their homes.

The report documents a widespread wave of extrajudicial killings, arbitrary arrests, and home confiscations in Panjshir. In the past two months, at least eight residents have been brutally murdered. In one case, a Panjshiri man was kidnapped in Kabul and his mutilated body was later found in the Deh Sabz area.

One of the most disturbing points in the report is a phrase commonly used by Taliban officials: “Being from Panjshir means 50% of your crime is already proven.” Additionally, a female Panjshiri student who was prevented from continuing her medical studies committed suicide under pressure and threats.
