Taliban spokesman Zabihullah Mujahid stated in an interview that criticizing the group’s new penal code is equivalent to doubting one’s Muslim faith. Defending against the laws as rooted in Hanafi jurisprudence, he warned that the regulations are mandatory and not subject to change or debate by the public.
Mujahid outlined a controversial social classification system, dividing society into three tiers: the elite (including religious leaders and Sayyids), the middle class, and the “lower class” of habitual criminals. He argued that punishments are administered according to these categories, a stance that has drawn sharp criticism from legal experts.
Addressing concerns about women’s rights, Mujahid asserted that women who fail to fulfill their marital duties will face legal questioning. Despite international condemnation of the Taliban’s judicial practices, the spokesman reiterated that their interpretation of Sharia is final and will be strictly enforced across Afghanistan.
