Local sources say dozens of women in Herat have been arrested over the past two months by Taliban morality forces for wearing coats, not wearing a niqab, using makeup, or wearing perfume. The Taliban demand between 13,000 and over 20,000 Afghanis as "fines" for their release.
"Lailma," a pseudonym, was arrested two weeks ago while riding pillion on her husband's motorbike on Herat's 64-meter road. Her husband was beaten and his neck broken during the arrest. "Zohra," a 16-year-old, was detained a month ago along with five other women at Herat's Amiryat intersection.
Many families of detained women have been forced to borrow money to pay the fines. Fear of arrest has transformed Herat's public spaces, with streets that were once part of normal city life now symbolizing fear and deprivation of freedom for many women.
