Amir Saeed Irvani, Iran’s Ambassador and Permanent Representative to the United Nations, expressed serious concern on Thursday, August 22, 2025, about credible reports indicating the transfer of terrorists from Syria to Afghanistan.

During the UN Security Council meeting, he described this issue as a direct threat to Afghanistan’s neighbors and regional stability.


According to the Iranian representative, ISIS, Al-Qaeda, and foreign terrorist fighters continue to destabilize the region.

Irvani emphasized that all countries must act in accordance with international law in fighting terrorism in all its forms and manifestations.
This marks the first time Iran has publicly spoken about the transfer of terrorists from Syria to Afghanistan.

In the same meeting, Pakistan’s representative stated that ISIS, with approximately 2,000 fighters, poses a serious threat to regional and global security.

However, the Taliban group has denied any presence or activity of terrorist groups in Afghanistan.
