Khalid Hanafi, Taliban’s Minister for Promotion of Virtue and Prevention of Vice, described the ministry’s morality police as “God’s chosen ones” for implementing Islamic law during a ceremony in Kabul.
Hanafi emphasized that “implementing Islamic rulings is the main reason for human creation” and said this mission cannot be achieved without promoting virtue and preventing vice.
According to the ministry’s official newsletter published on Thursday, September 18, 2025, Hanafi told the morality police: “Allah Almighty has chosen you to implement Islamic law.”
The Taliban ratified the law on promotion of virtue and prevention of vice in September 2024, granting extensive powers to morality police across all provinces.
International human rights organizations say the morality police play a central role in implementing restrictions and their actions involve widespread human rights violations.
The morality police annually punish thousands of Afghan men for clothing, hairstyles, or lifestyle choices, and have detained dozens of women and girls for not observing proper hijab according to their standards.
