The latest UN Secretary-General’s quarterly report on Afghanistan states that Taliban leader Hibatullah Akhundzada ordered a complete shutdown of the country’s internet and telecommunications on October 1, 2025.

This move led to widespread disruptions in telecom networks and significant socio-economic impacts across Afghanistan.


The report, presented by Georgette Gagnon, UNAMA’s deputy, at the UN Security Council, highlights that the blackout severely affected daily life and access to essential services for nearly 48 hours.


According to the report, communications were restored after a decision by Taliban Prime Minister Mohammad Hassan Akhund in Kabul, allowing telecom networks to resume operations.
