A new UN Security Council report reveals that Taliban leaders received 38 travel exemptions between May 2024 and November 2025.

These waivers allowed officials to attend international meetings, perform Hajj, and seek medical treatment abroad .


Foreign Minister Amir Khan Muttaqi topped the list with nine approved trips, followed by other senior figures like Abdul Ghani Baradar.

Their destinations included major regional players such as China, Russia, Turkey, Qatar, and Saudi Arabia .


Despite these exemptions, the report highlights procedural violations where requests were submitted late.

It also notes that 61 senior Taliban officials remain under strict international sanctions, requiring prior approval for any international movement .
