Taliban leader Hibatullah Akhundzada has issued a decree announcing a reshuffle of key cabinet positions, swapping the roles of two ministers.
Abdul Latif Mansour, formerly the Minister of Energy and Water, has been appointed as the Minister of Rural Rehabilitation and Development, while Mohammad Yunus Akhundzada takes over the Energy and Water portfolio.
Other appointments include Abdul Haq Hamkar as the new head of the Breshna power utility and Abdul Bari Omar as the Chief of Protocol at the Ministry of Foreign Affairs.
Additionally, Mohammad Yunus Rashid has been moved to the Ministry of Public Works as the Deputy for Finance and Administration.
Observers note that appointments within the Taliban administration often involve rotating the same individuals between posts. The Middle East Institute recently reported that the Taliban cabinet remains ethnically homogenous with zero female representation.
