Sergei Shoigu, Secretary of the Russian Security Council, announced that between eighteen to twenty-three thousand fighters are operating across twenty armed groups in Afghanistan. He made this statement during a Shanghai Cooperation Organization security meeting in Bishkek.

Highlighting regional security threats, he added that the situation in Afghanistan is of particular importance. According to him, the Islamic State group has about three thousand members in Afghanistan, and the influx of foreign fighters from other countries has increased, often operating out of sight of security agencies.

The Russian official also emphasized the responsibility of the United States in the reconstruction of Afghanistan. This comes as Russia maintains pragmatic relations with the Taliban government but views the presence of foreign fighters as contrary to its own and regional interests.
