The Taliban government's Ministry of Justice has announced that its special court has designated 50 jeribs (approximately 25 acres) of land in the Paghman district of Kabul province as "Emarati," or state-owned, property. The land is located in the Arghandi area of the district.
In a statement released on Wednesday, October 21, the ministry said the land, consisting of eight separate plots, had previously been identified as state property by the "Commission for the Prevention of Land Grabbing and Restitution of Usurped Lands." However, the case was referred to the court for a final decision due to objections from the current occupants.
The statement detailed that the "Special Court for Handling Cases of Usurped Emarati Lands in the Central Zone," after a thorough review of documents provided by both the occupants and the commission's findings, issued its final ruling. The court affirmed the commission's assessment, declaring the entire 50 jeribs as state property.
This decision is part of the Taliban government's ongoing campaign to reclaim land it considers to be usurped state assets. The land restitution commission has been active across the country since the Taliban took power, declaring thousands of jeribs of land as state-owned in various provinces.
This development comes just four days after the Taliban declared another 122 jeribs of land in the same Arghandi area of Paghman as state property on October 17. This indicates a particular focus by the commission on land in this region.
The process of reclaiming land often meets resistance from occupants who claim legal or traditional ownership. Referring these cases to special courts is an attempt to legally resolve these disputes, although the final verdicts typically favor the Taliban government's claims.
The commission's activities are a key component of the Taliban's strategy to assert control over state resources, but they also create social and economic tensions for families who may have lived and worked on these lands for decades.
